The city of Bay Village requires the landlord of each rental property to Register for a Housing License each year, the housing license expires March 31 of each year. The cost of this is $75.00 and no, it does not differ for multifamily. The registration must be renewed every April 1st of each year. Even if registering partway throughout the year, there are pro-rations. Renewal requests and reminders are sent out each year in February along with the Housing License Application. If the landlord is not registered as having a rental property, a letter will be sent out to the landlord with the application requesting the landlord to register. Housing License expires March 31st every year and the landlord is required to Register the Rental Property by April 1st. Both interior and exterior inspections are done every other year. Notes: Utility can be in either landlord or tenant’s same. Security deposit will vary upon predicted usage on property and a credit check will be run. There is only need for proof of residency when the person owes money or has continuously been late on paying the bill.

A copy of the bill can only be sent to the account holder. Security deposit will be refunded after one year of not having a late payment or if management discontinues the service prior to that one year. A Property Management Agreement is sufficient for any change on the account. The billing for this company can vary from city to city. For example, every 14 days, every 30 days, every 17 days. Notes: It is up to the landlord and tenant as to whose name the utilities should be under, utility can always be transferred. Only time there would be a need to provide proof of residency is if there is a previous outstanding balance with the company. You would need ID and a copy of the lease.  

What is asked when transferring utilities into company name; you are asked the address of the company, company name and identification number (if you are not transferring a company’s utilities, you will need the individual’s social security number). If the tenant is supposed to have transferred utilities but fails to, Columbia Gas will send out a letter stating that utilities will be turned off in ten days if the tenant still fails to contact them. We cannot fax in information on tenants’ behalf nor can we call on their behalf to have utilities put into their names. We can fax over a Property Management Agreement once the tenant or landlord has the utility in their name so that we may then access the account information. Bills come out every month and Columbia Gas tries to read meters every month, when they are unable to, they will estimate. You can make a request to have your meter read.
